Summary: Militaristic in manner, the Ice Warriors are the natives of Sol V (Mars). Though warlike, they dont seem to possess the stronger expansionistic tendancies of the Daleks or Cybermen.
During Earth's first Ice-Age, the Ice Warriors sent a scout vessel led by the Warrior, Varga, which crashed and was frozen in the expandig ice. Soon after, and probably because they had lost contact with the scout-vessel, the Ice Warriors left the dying planet Mars, to settle on another suitable world within Mutter's-Spiral. In the Earth-year 3000 A.D, the second incarnation of the Doctor encountered the awakened Varga and his crew. Finding them to be bent on conquest, the Doctor was forced to destroy the Ice Warriors and their ship. That same incarnation of the Doctor would later encounter the Ice Warriors at an earlier point in Earth's history. This time under the command of Slaar, the aim was once again conquest. The Doctor again defeated the Ice Warriors, a defeat which marked the end of any further attempts at invasion by the Ice Warriors in the Sol System.
Over the next few centuries, the Ice Warriors seemingly constructed a small, rather peaceful empire of their own, and would later join the expanding Galactic Federation, and became its loyal allies, though a few small renagade bands remained. The possibility of any large-scale aggression on the part of the Ice Warriors is extremely low, as the vast majority of them seem content to live in peace with their allies, which include Humans.
